Article 78 Petition filed on behalf of an individual who was denied license to be a substance abuse counselor because of his "criminal history" and "parole revocations" --reasons contrary to the State Human Rights Law and City Human Rights Law, which were enacted to further New York's public policy of encouraging the employment of people with criminal histories, especially when those histories do not negatively impact such persons' ability to perform their jobs safely and well.
