At the March 3, 2006 hearing, the Commission heard a presentation on Brooklyn's Treatment Alternatives for Dually Diagnosed Defendants (TADD) program. TADD offers treatment to non-violent mentally ill offenders with a concurrent substance abuse disorders, and to offenders with serious mental illness but no substance abuse disorder.
