At the intersection of policing and race, the color line is drawn most starkly. On one side are the many Americans who view the passing decade in policing as a series of unalloyed triumphs and who celebrate the steep decline in crime as a marvel of modern police practice. On the other are those who believe our safety has been puchased with tactics that are tainted by bias. This Report strives to move the issue of policy-community relations to a place where reality drives perceptions rather than the reverse.

Included in the report are the following topics: Events leading up to Attorney General's decision to commence an investigation into the NYPD's "Stop & Frisk" practices, Attorney General's consultation in the wake of the Diallo incident, the Attorney General's institutional perspective on matters relating to poice conduct, as well as the scope, goals and guidelines of the "Stop & Frisk" investigation. This is then followed by a Legal Analysis of "Stop & Frisk" addressing both 4th
Amendment standards and 14th Amendment prohibition on unequal or discriminatory "stops." The Report also touches upon the NYPD's approach to "Stop & Frisk" outlining the department's philosophies, theories and training practices, followed by the community perspective, statistical review, and next steps.
