This survey provides information about statutory restrictions placed on licensure of ex offenders and about the procedures available to appeal a denial of licensure, registration, or certification based on an individual's criminal history. This survey can assist ex-offenders, employment counselors, and others who work with them to identify those State licenses for which they are eligible. (This survey does not cover federal licenses or other federal employment barriers.) The survey shows that there are only a few statutes that automatically bar ex-offenders from licensure solely on the basis of past convictions, and most of those statutes provide for lifting the automatic bar when an individual is granted a Certificate of Relief from Disabilities, a Certificate of Good Conduct, or Executive Clemency (pardon).
