ROTW: Assessing The Impact Of Criminal Background Checks And The Equal Employment Opportunity Commission's Conviction Records Policy

On December 7, 2012 the United States Commission on Civil Rights held a briefing to examine the disparate impact provisions of the Equal Opportunity Employment Commission's (EEOC) April 2012 Guidance concerning the use of criminal background histories. The briefings sixteen speakers gave views on the affects of the 2012 Guidance, its legal complexities, the sufficiency of its evidentiary basis, and whether the 2012 Guidance would result in a negative disparate impact on the very groups the agency intends to protect. The results of that briefing have been collected into a report Assessing The Impact Of Criminal Background Checks And The Equal Employment Opportunity Commission's Conviction Records Policy.
