ROTW: At America's Expense: The Mass Incarceration of the Elderly

A new report from the ACLU makes a number of data-driven findings and issues recommendations for reform in regard to the exploding population of elderly prisoners, who are twice as expensive to incarcerate as the average prisoner and pose little danger to society. The authors of the study discuss our "extreme sentencing policies" which "have effectively turned many of our correctional facilities into veritable nursing homes."
