This report consists of a comprehensive set of recommendations from the joint New York State (NYS)/New York City (NYC) Mental Health-Criminal Justice Panel designed to improve the quality and consistency of care of individuals with serious mental illnesses. New York State Governer David Paterson and New York City Mayor Michael Bloomberg have announced plans to implement these recommendations. The report identifies four specific areas in need of improvement and recommends actions to overcome the obstacles in these areas. The targetted areas are:

Poor Coordination, Fragmented Oversight and a Lack of Accountability in the Mental Health Treatment System

Inconsistencies in Quality of Care within the Mental Health Treatment System

Limited Capacity to Share Information within and between the Mental Health and Criminal and Juvenile Justice Systems

Insufficient Training, Supports and Tools to Identify and Engage Individuals with Mental Illnesses in the Criminal and Juvenile Justice Systems.
