Opinion letter written by HUD's regional counsel regarding the Quality Housing and Work Responsibility Act of 1998, which among other things mandated that public housing authorities prohibit admission to any household that includes any individual who is subject to a lifetime registration requirement under a state sex offender registration program.

Written in response to NYCHA misinterpreting this law to mean that they can terminate the tenancy of any household with a member who is subject to lifetime registration, and bringing a number of cases against tenants based solely on their status as sex offenders. This letter may be used to get a reopening of cases for families whose tenancies were terminated before NYCHA received the letter.
