This report confirms that in the U.S., LGBT people continue to be targeted for human rights abuses by the police based on their real or perceived sexual orientation or gender identity. Furthermore, the report shows that within the LGBT community, transgender individuals, people of color, youth, immigrant and homeless individuals, and sex workers experience a heightened risk of police abuse and misconduct. Reports to AI indicate that individuals from these populations within the LGBT community are targeted on the basis of identity and are more likely to experience negative interactions with police. Transgender people, particularly low-income transgender people of color, experience some of the most egregious cases of police brutality reported to AI. AI's findings suggest that police tend to target individuals who do not conform to gender stereotypes that govern "appropriate" masculine and feminine behavior. Race plays an important factor in determining the likelihood of an LGBT person being targeted for police abuse, indicating that such abuses likely stem from racism as well as homophobia and transphobia. These findings are consistent with research by AI and other organizations, indicating a correlation in general between race and the likelihood of a person experiencing human rights abuses at the hands of police in the U.S.
