A report by the NAACP Legal Defense and Educational Fund (LDF) about prison-based gerrymandering, a practice by which inmates are counted as residents of the district where the prison is located instead of as residents of their home communities. This practice weakens the political power of black communities as African Americans comprise a disproportionate number of incarcerated individuals.
