This report by the US Attorney General was created in response to the Intelligence Reform and Prevention Act which called for the AG to evaluate existing federal authorizations on the use of criminal records and make suggestions for improving, consolidating, and standardizing procedures.

The report includes recommendations on access to criminal history records, process for record access, privacy protections, screenings standards, suitability criteria, supporting infrastructure, fees, enforcement, and record improvement.
