Explains the amendment to the Social Security Act made in 1996 as part of the Personal Responsibility and Work Reconciliation Act that made ""fugitive felons"" ineligible for SSI (as well as several other benefits), and two Administrative Law Judge hearings that found persuasive the argument that a claimant who had no knowledge of a criminal charge or warrant could not be fleeing prosecution for such a crime and should continue to be eligible for SSI benefits.
